The functions and duties of the National Olympic Committee

The National Olympic committee of the republic of Azerbaijan was established on the basis of the Olympic Charter, the laws on the institutions and social associations of the Republic of Azerbaijan, its was registered by the Ministry of Justice of the Republic of Azerbaijan. It is an independent nongovernmental organization with the Statute adopted by the International Olympic Committee.

The sportsmen of Azerbaijan in the Olympic Games

Azebaijan is a country that has the ancient traditions in sport.

In the early period of the initiation of the Modern Olympic Games the sport developed rapidly imn the biggest industrial city of the world in the early 20th century. A number of clubs engaged in wrestling, track and field, football, water sport, and gymnastics were established in the city. At that time the country was part of Russia, therefore it depended on Russia in its participation in the world Olympic Games. Russia took part in the Olympic Games held in 1912. The participation of Azeri sportsmen in the Olympic Games needs to be investigated.

Though Azerbaijan gained independence in 1920, the country did not manage to keep it long and the societ government was established in Azerbaijan. The country was annexed to USSR.

The Olympic Committee of USSR was established in 1951 and it took part in the USSR Olympis Games in 1952. Beginning from that time, that is from the years of 1952-1992 Azeri spoprtsmen took part in the Olympic Games within the combined teams of the USSR. Azerbaijan restored its independence in 1991. Yet as the National Olympic Committee had not been recongnized by the International Olympic Committee therefore Azeri sportsmen took part in the Barselona Olympic Games within the associated team of the structure called the Commonwealth of Independent States in 1992. The year of 1996 entered into the history of the Azerbaijan Olympic Movement as the year of the first participation of independent Azerbaijan in the Olympic Games. Thus, it is possible to say that the first participation of Azeri sportsmen in the Olympic games commenced from 1952. On the whole, Azerbaijan's participation in the Olympic Games of Azerbaijan can be shown as follows:

-The participation of Azeri sportsmen in the Olympic games within a combined team of USSR (1952-1988);

-The participation of Azerbaijan in the Olympic Games within the team of the Commonwealth of Independent States (1992);

-The participation of independent Azerbaijan in the Olympic Games (after 1992)

Though the sovereign republic created its own Olympic committees they were not recognized by the International Olympic Committee until 1992. Therefore, it was decided to allow the CIS team to the Olympic Games;

5 sportsmen took part in the opening of the Barselona Olympic Games of July 25, 1992 under the flag of Azerbaijan. These were Namig Guseynov (judo), Valeri Belenki (gymnastics), Ilgar Mamedov (fencing), Valeri Timokhin (biathlon), Valentina Popova (tennis).

Namig Guseynov took two gold medals. That was the brightest event in the history of sport in Azerbaijan. For the first time the flag of Azerbaijan rose and the anthem of the independent country was heard at the most important sport contest of the world.

Azeri gymnast Valeri Belenki also took the gold medal in the team performance of the Olympic Games and another medal-bronze one in the internal contests. The 26th summer Olympic games were held in Altanta city. They were attanded by 10788 sportsmen from 197 countries of the world. They were to struggle for 271 medals in 26 kinds of sports. Azerbaijan was represented by 4 track and field athletes (Elvira Djabbarova, Arif Akhundov, Vasif Asadov, Alexei Fatyanov), 2 Greco-Roman wrestlers (Vilayet Aghayev and Tahir Zahidov), 6 free-style wrestlers (Namig Abdullayev, Arif Abdullayev, Elshad Allahverdiyev), 2 judoists (Nazim Guseynov, Zulfiyya Guseynova), 2 boxers (Edalet Mamedov, Ilham Kerimov), 2 weight-lifters (Asif Melikov, Tofig Guseynov), fencer Elkhan Mamedov, swimmer Emin Guliyev, plunger Emin Djabrailov, masters on shooting Irada Ashumova and Sergey Timokhin. Our sportsmen took part in 11 sport contests.

Namig Abdullayev, the wrestler of our team and twice the champion of Europe justified the hope of the country. He demonstrated high skills and courage in performance. Winning over the US sportsmen Lu Rosselli, Japanese Sasayama Hideonu, Uzbek Achilov Adhamdjany, Iranian Guramrza Mukhjamedi, Namig Abdullayev passed to the final stage. His contest with the Bulgarian Iordanov was a hard one and it resulted in Iordanov's victory thus bringing the silver medal to Namig. That was the second medal attained by Azeri wrestlers in the free-style wrestling and the first one in the contest under the flag of the independent Azerbaijan. Azeri team, represented by 23 sportsmen in the Atlanta Games took the 61th place among 197 countries.

Azerbaijan took part for the second time as an independent state in the 17th summer olympicv games helf in Sidney on September 15, 2000. The country was represented by 31 sportsmen in nine kinds of sports. Azeri sportsmen demonstrated their skills in different kinds of sports in the Sidney Olympic Games and reached great success in judo, box, wrestling and shooting. Among women the first medal was brought by Zemfira Mefteheddinova in shooting. The kind of sports she participated in was for the first time included into the program of the Olympic Games. She held two Olympic records in the said kind of sports. She became the champion defeating the following rival by three points.

The second gold medal was brought by wrestler Namig Abdullayev. Succeding in the team contests Namig also conducted high level semi-finals and final contest. Namig Abdullayev who defeated decisively his rival US sportsman Samuel Henson became the Olympic champion.

The first medal in box was also attained at that tome. It was brought by young 19 year old boxer Vugar Alekperov. Despite his brave fight against the strongest boxer in the world in the semi-final he was defeated and received a bronze medal.

Azerbaijan which took two gold and one bronze medal was the 34th among 80 countries and the 23th among European countries. That was a real victory. Azerbaijan achieved great success in the Sydney Olympic Games. The victory was brought to our country by Zemfira Mefteheddinova, Namig Abdullayev and Vugar Alekperov. The delegation of Azerbaijan experienced the strained period in Sydney. The flag of Azerbaijan was risen in the Olimpia village of Sydney on September 6.

The year of 2004 was the time of the return of Olympic Games to their motherland. Azerbaijan also added to the Athens games attended by 202 states. Our country was represented by 38 sportsmen in the 28th Summer Olympic Games and took one gold and four bronze medals thus becoming the 50th among 75 states for the quality and the 37th for the number of medals.

Azeri sportsman Farid Mansurov was attached the title of the Olympic champion in the Greco Roman wrestling. The masters in shooting Zemfira Meftahetdinova and Irada Ashumova, boxers Aghasy Mamedov and Fuad Aslanov managed to take the third place. Our country was successfully represented by Oktay Guseynov (wrestling), Niftaly Guliyev (box) in the Athens Games.

The closing ceremony held at the Olympic stadium in Greece on August 29 also proved the strengthening of the relations between the world people. President of Azerbaijan Ilham Aliyev also took part in the closing ceremony of the Olympic Games.

International relaitons

International relations play a great role in the development of Olympic Movement. The appropriate establishment of international relations creates conditions for the encouragement of the participation in the Olympic movement, the development of sport and the glorification of our country all around the world.

Unfortunately, the National Olympic Committee that was established in 1992 did not pay enough attention to the international relations in its activity and as a result of that the Committee was not able to become the full member of the Worls Olympic Games until 1997. The new staff of the Naitonal Olympic committee attached a great importance to the said sphere. Committee President Ilham Aliyev, the first vice president, Minister of Sports and Youth Abulfaz Garayev, the secretary general of the committee Aghadjan Abiyev took part in the 26th assembly of the European Olympic Committee held in Stockholm. The assembly which was attended by the representatives of 48 states mainly focused on the election of new members to the leadership of the European Olympic Committee and Exexcutive Committee. The executive committee included representatives of 15 states.

The meeting between the Internaitonal Olympic Committee and the CIS states was held in Lozanna city of Switzerland on March 19-20 of 1998. The meeting was attended by the President of the Committee Ilham Aliyev and Vice President Chingiz Guseynzade and secretary general Aghadjan Abiyev. During the visit the delegation of Azerbaijan held a private meeting with the President of the International Olympic Committee Khuan Antonio Samaranch.

The 11th general assembly of the Association of National Olympic Committees was held in Sevilla of Spain on June 2-4 of 1998. Azerbaijan was represented by the Vice President of the National Olympic Committee of the country Chingiz Guseynzade.

The International Olympic Committee conducted a regional conference covering the topic "Women and sports" in cooperation with the National Olympic Committee of Croatia in Zagreb city on September 9-10, 1998. The conference was attended by the member of the Executive committee Gulush Gozelova.

The 17th General assembly of the European Olympic Committee was held in Saint-Petrsburg on November 13-14 of the same year. At the session the National Olympic Committee of Azerbaijan was represented by Chingiz Guseynzade and Aghadjan Abiyev. It is notable that the two delegates representing Azerbaijan at the session were elected the members of the commissions "The preparations for Olympic Games" and "Technical Cooperation"

During the meeting the sides discussed the participation of the country in the association of Olympic information system through the internt, the inclusion of the country into the great Medias of the International Olympic Organization and other issues.

The fourth World Olympic Fair was held in Rio de Janeiro on November 24-29 of 1998. The arrangement which aimed at the attraction of additional investments in the development of sport was attended by the President of the National Olympic Committee and Minister of Youth and Sport Abulfaz Garayev. During the arrangement Ilham Aliyev met with Vice President of the International Olympic Committee Anita De Frans, chieves of the committee departments Manfred Bergiman and Alex Khuat.

The leaders of the committee and members of the Executive Committee took an active part in the arrangements of the International and European Olympic Committes in 1999.

A seminar for the secretaries general of the Olympic Committee of Azerbaijan was held in April of 2000. The committee was represented by its vice president Chingiz Guseynzade and member of the Executive Committee Asif Askerov. The arrangement discussed the preparation for the Sydney Games and the rules of sending invitations for the Games.

The 12th general assembly of the Association of the National Olympic Committees took place in the capital of Brazil Rio de Janeiro on May 24-26, 2000. At the meeting the committee was represented by the vice president of the committee Chingiz Guseynzade. The meeting participants discussed the reports of the continental Olympic committees, the report of the secretary general of the national Olympic committee, the reports of the commissions of the committees, the further cooperation between the organization of Olympic Solidarity and the National Olympic Committees, the fifth Olympic program for the next period and other issues. The issues discussed at the meeting are of great importance for the building of the further activity of the National Committee, the development of its relations with international Olympic organizations and the country's participation in different international programs.

The actions undertaken by the National Olympic Committee of the Republic of Azerbaijan related to the development of the Olympic Movement in the country expanded in 2000 and were brought on a quite a new level. The actions aimed at the further development of relations with the international Olympic organizations. During the Sydney Games committee President Ilham Aliyev met with the leaders of international Olympic organizations, international federations, the Olympic committees of different countries. The arrangement "The Day of Azerbaijan" held in Sydney played a definite role in the development of the international relations.

The 29th General Assembly of the European Olympic Committee was held in the capital of Poland Warsaw on November 16-19, 2000. The assembly was attended by a delegation comprising the President of the National Olympic Committee of the Republic of Azerbaijan Ilham Aliyev, the first vice president of the committee Abulfaz Garayev, vice president Chingiz Guseynzade and secretary general Aghadjan Abiyev.

The meeting participants listened to the reports of the President of the European Olympic Committee Jeak Rogue and secretary general Mario Peskant. Doctor Jeak Rogue spoke on the works carried out within the previous period and regarded the Sydney Olympic Games as one of the brightest event of the year. It's a great proud that the Committee President cited Azerbaijan among the countries that held active position in the Olympic movement. He noted that the high progress achieved by Azeri sportsmen was due to the attention paid by Azeri government to the development of sport. Doctor Jeak Rogue also stressed the conduction of such works by the National Olympic Committee of Azerbaijan as the construction and commissioning of new Olympic complexes, the attention paid to the social problems of the sportsmen, the increase of the mass character of the sports

The general assembly adopted a number of important resolutions. It is a bright event that the participants voted unanimously for the conduction of the first 2001's session of the Exexcutive Committee of the European Olympic Committee in Baku on April 6.

The session of the technical commission of the European Olympic Committee was held at the Hyatt Regency Hotel in Baku on February 21, 2001. The technical commission is one of the five commissions of the European Olympic Committee. The commission's session was attended by 9 out of 12 members. These were Gunilla Lindberg (chair, Sweden), Marsel Sturkenbaum (Netherlands), Aghadjan Abiyev (Azerbaijan), Andrei Kislov (Russia), Dimitris Diazesopolos (Sweden), Isidre Baro Kabanes (Andorra), August Askeierson (Iceland), Khenze Heyne (Germany) and Raymond Hastert (Luxenburg, secretary).

The President of the National Olympic Committee Ilham Aliyev received the secretary general of the World Taekvondo Federation Kim Cheul Ohonu on March 2, 2002. The sides discussed the state of taekvondo in Azerbaijan and the prospects for its development.

The President of the committee Ilham Aliyev and its vice president Abulfaz Garayev took part at the session of the Steering Committee for the Teenagers Games of the CIS and Baltic states in Moscow on March 21, 2002. The session discussed the organization of the games and participation at these games. Ilham Aliyev who expressed his support for such games noted that Azerbaijan will take part in the Moscow Games within an expanded delegation of sportsmen.

President of the Committee Ilham Aliyev received a delegation led the spouse of the President of the International Hockey Federation Els Van Breda Vriyesman and discussed the development of hockey in Azerbaijan and stressed the support of the Committee to this kind of sport. The President of the Committee noted that Azerbaijan has a good potential for the restoration of hockey in the country. The sides exchanged views on the project of the hockey stadium construction in Baku.

Vice President of the Committee took part in the seminar in Cyprus on April 25. The seminar discussed the preparation for the Olympic Games in Athens and the receipt of the Olympic delegation.

The 13th General assembly of the Associaiton of the National Olympic Committees was held in the capital of Malaysia-Kuala-Lumpur from 22nd till 25th of May of 2002.

The assembly was attended by the President of the National Olympic Committee of Azerbaijan Ilham Aliyev and Vice-President Chingiz Guseynzade.

The private meetings and talks of the President of of the Olympic Committee Ilham Aliyev with the leaders of the International Olympic Committee and European Olympic Committee, presidents of different National Olympic committees played a great role in increasing the influence of the Republic of Azerbaijan and its National Olympic Committee in the international arena.

It is possible to say that the international relations of the Olympis Committee of Azerbaijan have reached the appropriate level and that they develop by the ascending line.

All the aforementioned facts have resulted from the purposeful activity of the National Olympic Committee.

Arrangements held by the Committee

The national leader of the Azerbaijan people Heydar Aliyev noted in one of his reports: "In the past and through centuries our country had its athletes, wrestlers, archers and the people demonstrating their physical power in different kinds of sport. Yet, by a number of reasons they remained within the boundaries of our country and were not introduced in the international arena". The "definite reasons" implied the dependence on other country. Azerbaijan that was part of the Soviet Union was not able to take part in the international arrangements as well as international contests. Azerbaijan got this opportunity only after gaining independence. Yet, it is not an easy task to use the opportunity alone. The Armenian invasion and their introduction of the Azeri reality in quite a different sense hammered the arrival of the international sport delegation in the country. The conflicts were excited over the participation of Azerbaijan in the international contests as the war had not yet been completed in the country.

In 1997 the works to increase the influence of the National Olympic Committee in the international arena, and to prove the ability of Azerbaijan to arrange and conduct the sport contests as an independent state became the priority ones. It was necessary to strengthen arrangement the international relations, international constests and races. The first such a race was the box contest held in honor of the President of the Amateur Box Association Enver Coudru in Baku. The improvement of the international relations laid the foundation for the conduction of the races in other kinds of sports as well. Thus, the National Olympic Committee managed to reach one more goal it planned. The myth on the diability of Azerbaijan to hold international contests was ruined. Baku became famous as one of the sport center of the world. Thus, Azerbaijan conducted a number of international contests.
