    The history of the Ministry

    The Ministry of Fuel and Energy of the Republic of Azerbaijan was established by Order 458 of the President of the Republic of Azerbaijan of April 18, 2001.

    The duties, functions and rights of the Ministry were defined in the statue of the Ministry ratified by Order 575 of the President of the Republic of Azerbaijan of September 6, 2001.

    ORDER OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN

    On the establishment of the Ministry of Industry and Energy of the Republic of Azerbaijan

    Adhering to Article 109 of the Constitution of the Republic of Azerbaijan and for the improvement of the state structure I instruct :

    1. To establish the Ministry of Energy and Industry of the Republic of Azerbaijan.

    2. To eliminate the Ministry of Fuel and Energy of the Republic of Azerbaijan and to transfer its functions to the Ministry of Energy and Industry of the Republic of Azerbaijan.

    3.To transfer the functions of the Ministry of Economic Development of the Republic of Azerbaijan in the sphere of industry to the Ministry of Industry and Energy of the republic of Azerbaijan.

    4. The Cabinet of Ministers must

    4.1. Work out the draft regulations of the Ministry of Industry and Energy and introduce it to the President of the Republic of Azerbaijan

    4.2. Introduce proposals on the structure and staff of the Ministry to the President of the Republic of Azerbaijan ;

    4.3. Introduce proposals on bringing the working legislative acts in conformity to the present Order to the President of the Republic of Azerbaijan ;

    4.4. Settle all other issues subsequent from the present Order within a period of a month.

    5. The Present Order is effective from the day of its singing.

    Since the first days of its establishment the Ministry of Fuel and Energy of the Republic of Azerbaijan established close relations with all international organizations operating in the sphere of fuel and energy and carried out due measures for the expansion of these contacts.

    It maintains contacts with the following international organizations:

    - European Energy Charter;
    - The Organization for the Black Sea Economic Cooperation;
    - Executive Committee of the CIS Energy Council;
    - Organization for Economic Cooperation;
    - US Agency for International Development;
    - European Commission of European Union (INOGATE, TACIS, TRASECA);
    - UN Economic Commission for Europe (UNECE);
    - International Agency for Nuclear Energy;
    - Coordination Council for the development of oil transportation corridor within the framework of GUAM;
    - World Trade Organization;
    - Work Group for cooperation with NATO;
    - Special Work Group of the UN Economic and Social Council;
    - International Monetary Fund;
    - World Bank;
    - European Bank for Reconstruction and Development;
    - German KFW Bank;
    - Islamic Development Bank;
    - Asia Development Bank;
    - Japanese Bank for International Cooperation.

    The Ministry of Industry and Energy of the Republic of Azerbaijan takes part in the measures arranged by the international organization it cooperates with and at the same time undertakes international arrangements within the framework of the programs of the said international organizations in Azerbaijan.

    The assembly of the Organization for the Black Sea Economic Cooperation was held under the chair of the Ministry of Fuel and Energy of the Republic of Azerbaijan on September 19, 2003 and a joint declaration was signed on the development of cooperation in the sphere of energy in the region of the Organization for the Black Sea Economic Cooperation.

    The 26th session of the Energy Council was held with participation of the CIS member-states in Baku, on October 19, 2004.

    The conference of the Ministers on expansion of cooperation between the Caspian states and the European Union for improvement of the cooperation in the transport sector and in the energy supply security was held with participation and under support of the European Commission in Baku on November 13-14, 2004 and it resulted in the adoption of a joint document.
